After a public flood meeting Monday, the Breckenridge City Council convened in a special session to approve a resolution to declare a state of emergency. Because the flooding potential is high, they also approved two requests for assistance from the U.S. Army Corps of Engineers — advance measures and flood emergency assistance.

The North Central River Forecast Center predicts the area has a 57 percent chance of major flooding, up 2 percent from two weeks ago, said Tom Richels, Wilkin County highway engineer. Major flooding indicates any water level above 14 feet.

U.S. Congressman Earl Pomeroy visited Wahpeton Friday afternoon. After speaking at the local Eagles Club, he took time to meet with county and city officers, commissioners and council members at the Richland County Courthouse to discuss flood preparedness.

Although teaching was his original calling, Wahpeton resident Carmen Plummer dedicated 31 years to purchasing proper equipment at North Dakota State College of Science in Wahpeton. After attending Mayville State University for his bachelor's degree, Plummer taught math and business at the Souris and Cleveland, N.D., schools from 1962-68. While attending the University of North Dakota, Grand Forks, for his master's degree he applied for the purchasing position at NDSCS.
